About NoCoU

Our Background


The increased complexity of global, national and local crises highlights the urgent need to continue developing scientific knowledge and practical advice on how to increase societal safety, security and resilience at different societal levels across roles and organisations. By joining the network, members will exchange experiences and support transfer of knowledge related to civil security, safety and resilience. Members will also be able to discuss and promote new ideas for research and to join consortia to apply for funding, at European but also national level.


NoCoU is funded by the Research Council of Norway for the period 2025-2027.

Our Goal


The NoCoU goal is to create an interactive arena to meet, discuss emerging threats, challenges, solutions and funding opportunities on civil security for societies. This includes themes such as Fight against Crime and Terrorism (FCT), Disaster Resilient Societies (DRS), Resilient Infrastructures (INFRA, e.g. healthcare, water, energy, transport, digital, communications) and Cybersecurity (CS).  


This Norwegian network will promote the preparation of research project proposals and share knowledge on ongoing project/initiatives, focusing on opportunities and benefits that Horizon Europe offers for all relevant sectors (academia, public authorities, industry, NGOs, Civil Society Organisations).   

Our Strategy


Traditionally the strategy is to discuss single projects or inititiatives. NoCoU will shift the strategy to a proactive, long-term approach, fostering permanent partnerships with the public sector and industry. This strategic shift is not merely focused on specific proposals or project but is aimed at systematically leveraging Horizon Europe and national programmes to address local, regional, and national security challenges through a more participative approach involving an ecosystem of actors in Norway.

Our Regional Teams


The network activities will be organised by five regional teams to facilitate interactive cooperation also in-person when possible. Regular hybrid workshop series will be organised by each regional team, as well as additional local meetups, online open cafés, and rapid news in between the workshops to foster networking and more informal experience exchange.
